Does anyone have any suggestions for how to select people for the rescue team for confined space rescues on a shipyard?

Simply put, the most well trained and competent individuals that are readily available in their daily duties. Typically this responsibility falls on the shoulders of the Shipyard HSE Team as they have compatible daily duties. Just remember that you can't (or shouldn't) just nominate someone for a rescue task if they are not trained and competent.

According to OSHA, there are a couple options when it comes to establishing a rescue team.

1. A shipyard rescue team - The employer would need to ensure members are trained in PPE use, first aid, CPR, rescue equipment, duties of rescue, and be informed of hazards associated with rescue at the employer's facility. They should also practice drills at least annually.

2. An outside rescue team - This must be arranged by the employer and is typically a local fire department. An outside rescue team must be informed of hazards the team may encounter so the team can be trained and equipped. The same criteria for an in-house rescue team can be used to evaluate the outside rescue services.

While you certainly need to take the above into account, it's often worthwhile to have many of the team members composed of people with exceptional technical knowledge of the confined spaces.  This means we would often look towards our maintenance departments, as they would be the Subject Matter Experts in the access, hazards, and egress of the confined space and confined space procedures.

We are talking confined space, as in the confined space training that requires HAZMAT/Monitor Hazardous Atmospheres and Rope Rescue yes?
